题目：Towns and cities are attractive
places. Some people suggest that the government should spend money
putting in more works of art like paintings and statues to make
them better to live in. To what extent do you agree or
disagree?



解析：

关于政府是否应该投资艺术项目或者艺术活动，这个题目近两年考了已经不下3次（详细目录可参见置顶帖中的范文分类）。写法都差不太多。


一方面是写政府为什么要投资艺术，因为艺术作品美化了城市（beautify the
environment），满足了人们的精神需求（meet people's spiritual
need），还可以涉及到文化特征（cultural identity），现代人的生活压力和过于关注物质生活（focus on
material life），所以政府投资文化艺术是很有必要的事情。


另一方面，有人认为投资艺术项目会浪费政府资源，政府应该把钱投资于教育医疗等公共服务方面，这些当然是必需的，但是不应该否定艺术活动的价值。关键是在文化生活和基本社会服务之间找到一个平衡，合理使用政府的预算。
