2015年2月20日，英国政府宣布了签证类安全英语语言考试（SELT）的重要变动。如果您准备办理赴英居留或移民签证，您需要了解由英国签证与移民局所颁布的调整政策。
新政策有什么变化？
如您想要前往英国或在英国居留一段时间，您可以参加专门推出的雅思考试。
IELTS Life
Skills（雅思生活技能类）这项新考试将面向需要证明听说技能达到欧洲语言共同参考框架（CEFR）A1或B1级别的人士。该考试通过一场考试综合考查考生的英语口语及听力水平。
为英国签证与移民局（UK Visas and
Immigration）举办的雅思考试由雅思安全英语语言考试联盟（IELTS SELT
Consortium）管理。该联盟由英国文化教育协会（BritishCouncil）、IDP教育集团（IDP:
IELTSAustralia）和剑桥大学外语考试部（Cambridge English
LanguageAssessment）组成。

常见问题（考生版）一般的留学生不受影响的呢。。。
如您准备申请 Tier4 学生签证以就读具有"高度可信担保方"身份的英国院校，您只需提交校方所要求的英语语言水平证明。所有英国院校认可雅思成绩。换言之，您可以在全球1000个雅思考点（在中国有53个考场）中的任意考点参加考试并使用所获得的雅思成绩作为申请英国院校的英语语言水平证明。（如院校有其他要求除外）全球雅思考点列表请参见www.ielts.org 。

那么什么是A1B1呢？欧洲语言体系从低到高有A1A2B1B2C1C2,很多语种都有这样的分级系统。例如，我参加的博思考试（现在没法用作英国签证啦，呜呜呜）
同学们看到了吗？有个C2的字样，这个就是一种语言评级体系的呢。
那我们来看看从2015年的4月6日开始，会有什么样的变化，基本都是有低到高的。也就是如果雅思四科都是8.5，那么相当于C2的水平，如果都是7，就是C1的水平，嘎嘎。这个就是一个换算的关系。（老外搞这个语言测试体系还是很牛的啦）

has announced important changes to Secure English Language Tests
(SELT) for visa purposes;
- IELTS and IELTS
Life Skills have been approved for UK visas that require proof of
English language level;

The new test–IELTS Life Skills–will be introduced for people who
need to prove their speaking and listening skills at level A1 or B1
of the Common European Framework of Reference.

The UK government hasannounced important changes to language
testing for visa applications, reducingthe number of tests accepted
for visa purposes and bringing in new requirementsfor the way the
tests will be administered.
IELTS – the world's mostpopular test of English for higher
education and global migration – has beenapproved for all UK visas
that require applicants to provide proof of theirlevel of English.
This continues the important role which IELTS has long playedin
language testing for immigration in the UK and other countries,
includingAustralia, Canada and New Zealand.
Under the new arrangements, IELTS tests for UK visa applications
will be offered throughout the year in
more than 100 key locations
throughout the world, and a new test – IELTS Life Skills – will be
introduced for people who need to prove their speaking and
listening skills at level A1 or B1 of the Common European Framework
of Reference (CEFR).
IELTS tests for visapurposes can only be taken at authorised
centres
andthe centre must follow procedures specified by the UK
government. When a testis booked, the customer must specify what
the test is for and ensure that thecentre is authorised to run
tests for this purpose. A list of the authorisedIELTS test centres
will be made available soon on www.ielts.org/uk.
IELTS tests for UK Visasand Immigration are managed by the IELTS
SELT Consortia, which comprisesBritish Council, IDP: IELTS
Australia and Cambridge English LanguageAssessment.
IELTS, which is jointlyowned by the British Council, IDP: IELTS
Australia and Cambridge EnglishLanguage Assessment, has played a
key role in language testing for immigrationpurposes throughout its
25 year history and is recognised by more than 9,000
organisationsaround the world including universities and employers
in many countries, aswell as by professional bodies, immigration
authorities and other governmentagencies. More than 2.5 million
IELTS tests were taken in 2014 in more than
140countries.

What are the changes?
If you are going to orstaying in the UK, there is an IELTS test for
you.
In addition to the IELTS General Training andIELTS Academic tests,
which you may already know of, a new test called IELTSLife Skills
will be introduced.
IELTS Life Skills test will be introduced forcandidates who need to
prove their speaking and listening skills at levels A1or B1 of the
Common European Framework of Reference (CEFR). This will be asingle
test covering speaking and listening skills.
IELTS tests for UK Visas and Immigration aremanaged by the IELTS
SELT Consortia, which comprises British Council, IDP:IELTS
Australia and Cambridge English Language Assessment.

When will this change take place?
The change in the UK government policy willbe effective from 6
April 2015. Until 5 April 2015, you can sit an IELTS testanywhere
in the world and the result can be submitted to UKVI with

by some visa customers.
Two
newproviders have been selected to deliver approved Secure English
Language Testsand will replace current providers from 6 April
2015.

Transitionalarrangements
过度时期安排
Applicants who take the
languagetest on or before 5 April 2015 with the current providers
will be able to usetheir certificates until 5 November
2015.
Customers who require a
SELTshould only book a test with a new provider from 6 April. Tests
taken with oldproviders from 6 April will not be acceptable with
your visa application.
